The first station where you can buy filters is the Market where you get to with Bourbon. It is right before going up the surface so there is really no reason to buy it in Riga anyway. Also I'm not entirely sure whether you can buy them in Riga or not.
You will only need to use your mask while with Bourbon before Market just once if I'm right correct me if not and that's right before the Hanza train searches for bandits after you fight off the monsters.
Either way, take it easy. You can't buy filters in the second half of the game. You need to look for them. There are more than enough, so it should not be a problem.
Just search. You can find filters near dead corpses, in boxes, on tables, ect. I don't think there are more than enough, after I leave Polis I can find one single filter, but this is not enough to get to the next one. I just replayed a few chaperts of the game on easy and you get plenty of minutes for a filter, but not on ranger hardcore. Wait maybe you don't exactly understand the problem, I left Polis and I didn't have any filters left, then I found one but this isn't enough to find another one because of the time.
